Khaytsus, it looks like (as I judge by looking at the screenshot) a self-extracting file... so you can extract it with your own zip-extractor (if the original format is .zip). Even so, you should also be able to select where to extract it.

If this can be updated via NTP, therefore does not need any desktop support, why is there only an EXE available? Yuck. Make it a ZIP file.
