This program will let you change the repeat rate of your hard keys.
It's a great way to change the auto-fire rate on some games :)
Although I haven't tested it yet, this should change the repeat rate on your add-on keyboard as well.

This little app works great. It saves a lot of time. I tested it with the Treo 600 external keyboard (not irda), and it does not affect those settings. The external keyboard repeat rate settings are controlled separately via their own driver.
